Pathway to Growth of Solar Power in Hong Kong

Programme Highlights:


Topic 1: Government's Promotion of Solar Power in Hong Kong

The Paris Agreement came into force in November 2016. As decided by the Central People’s Government, it applies to the Hong Kong Special Administrative Region. In this regard, Hong Kong has acceded to the Agreement and undertakes the responsibilities to combat the climate change. The Hong Kong Government published the Hong Kong’s Climate Action Plan 2030+ in 2017 and announced to reduce Hong Kong’s carbon intensity by 65-70% by 2030 using 2005 as the base. This presentation briefs how the Government is promoting the adoption of more solar energy and the achievements so far. Besides, it also highlights the challenges ahead and how the engineering professionals can contribute to the successful development of solar energy in Hong Kong.


Topic 2: Challenges and Opportunities of Solar Power in Hong Kong

With the support of the Feed-in Tariff (FiT) scheme for renewable energy projects, there are over ten thousand solar projects, mainly small scale roof-top projects, being constructed or developed in Hong Kong since mid-2018. Within these 2 years, the solar industry has been evolving rapidly and there are a lot of market players entering the industry including upstream equipment suppliers, small and large contractors or investors despite the fact it is a very small RE market in Hong Kong. 


In general, the growth is well received by the public and the FiT scheme in promoting RE in Hong Kong is undeniably very successful. However, there are still challenges and problems encountered by the industry in different aspects. The talk will share experience and observations with the industry so that the community can achieve a higher penetration of solar power in the energy generation mix of Hong Kong.


Speaker 1: Ir Barry Chu from EMSD

Ir CHU Kei Ming, Barry is the Assistant Director / Electricity and Energy Efficiency of the Electrical and Mechanical Services Department (EMSD), overseeing the enforcement of regulatory function and implementing administration policy of various initiatives for energy efficiency and electricity safety, as well as promoting renewable energy technologies in Hong Kong. Ir Barry CHU has joined the Government service for more than 30 years and has served various posts with a wide range of engineering and administrative experience in project management, operation and maintenance of systems and specialized equipment and regulatory enforcement of various engineering systems.


Speaker 2: Mr. Roger Yang from CLPe Solutions

Mr. Roger Yang, currently Director – Distributed Energy of CLPe Solutions Ltd, has over 25 years of experience in the power industry, covering grid planning and development, power system dispatch, overseas investments, M&A, project development and asset management.  With his extensive industry experience, Mr. Yang had taken an active role in developing projects in the renewable sector in China.  He led numerous new energy projects development in China and had managed the development of new energy portfolio of over 23 versatile wind and solar projects from 2010 to 2018 in China.

  • This Webinar will be delivered online via “Zoom Video Conferencing” in Cantonese and is supplemented with English presentation material.
  • Prior registration is required. Priority will be given to members of the Electrical Division, Gas and Energy Division & Safety Specialist Committee of the Hong Kong Institution of Engineers.
